Here’s the plan.
House Democrats are preparing an extensive investigation agenda targeting President Donald Trump, members of his administration and his family’s business activities if they win control of the House in the November midterm elections.
The plans could dramatically change the balance of power in Washington.
A Democratic House majority would give the party control of powerful congressional committees, larger investigative staffs and subpoena authority — tools that could be used to demand documents, summon witnesses and launch public hearings into some of the Trump administration’s most controversial policies.
Possible investigations could involve federal spending, immigration enforcement, foreign policy, Trump family finances and the conduct of Cabinet officials.
Democratic leaders have also declined to completely rule out impeachment.
Democrats Prepare For Major Trump Investigations
Control of the House carries enormous investigative authority.
If Democrats capture the chamber, they would take over committee chairmanships and gain the ability to determine which investigations receive hearings, subpoenas and additional congressional resources.
House Democratic Leader Hakeem Jeffries of New York has already indicated that government oversight would become a major priority.
Jeffries has said Democrats want to investigate allegations involving corruption, misuse of taxpayer money and abuses of government authority.
The plans are not entirely secret.
Democratic lawmakers have spent months sending information requests, filing court documents and publicly discussing matters they believe deserve further congressional scrutiny.
But winning the House would give them significantly more power to pursue those investigations.
Trump Family Business Dealings Could Face Scrutiny
One major area of interest involves the Trump family’s finances and business relationships.
Democrats have raised questions about the family’s business interests since Trump returned to the White House in January 2025.
Lawmakers could seek financial records, communications and testimony related to business arrangements involving members of the Trump family.
Donald Trump Jr.’s business relationships could also receive additional attention.
Questions have already surfaced in Congress concerning some of his international business connections and financial relationships.
A Democratic majority would give congressional investigators significantly greater ability to pursue those questions through subpoenas and sworn testimony.
Immigration Enforcement Could Become A Major Focus
Immigration is another issue Democrats are preparing to investigate.
The Trump administration has made stronger immigration enforcement a central part of its domestic agenda.
Democrats, however, have raised concerns about some Immigration and Customs Enforcement operations, detention policies and deportation procedures.
If Democrats control the House, committee leaders could summon administration officials to explain those policies publicly.
They could also demand internal records concerning individual enforcement operations and broader immigration strategy.
Republicans and administration officials are likely to argue that aggressive enforcement is necessary to uphold federal immigration law and strengthen border security.
Democrats are expected to focus their oversight on questions involving civil rights, detention practices and executive authority.
That disagreement could produce some of the most contentious congressional hearings of the next two years.
Could Trump Face A Third Impeachment?
Perhaps the biggest political question involves impeachment.
Trump was impeached twice by the House during his first presidency.
The Senate acquitted him both times.
Democratic leaders have not announced plans for another impeachment proceeding, but they have also avoided completely removing the possibility from consideration.
Jeffries has said congressional Democrats are keeping their options open regarding the tools available to lawmakers.
That does not mean another Trump impeachment is certain.
It does mean that impeachment could become part of the debate if Democratic investigations uncover information lawmakers believe justifies further action.
Cabinet Officials Could Also Face Impeachment Pressure
Trump may not be the only administration official facing scrutiny.
Members of his Cabinet could become targets of investigations or impeachment efforts.
Defense Secretary Pete Hegseth has already faced intense congressional criticism over his leadership of the Pentagon and management of military operations.
Future hearings could examine Pentagon decision-making, military spending and the administration’s handling of the Iran conflict.
Other Cabinet departments could also face investigations depending on what Democratic committee leaders decide to prioritize.
Jamie Raskin Could Lead Powerful Judiciary Committee
Rep. Jamie Raskin of Maryland is positioned to become chairman of the House Judiciary Committee if Democrats gain the majority.
That committee could play a central role in any confrontation between Congress and the Trump administration.
The Judiciary Committee oversees issues involving the Justice Department, constitutional authority and federal law.
It can also become directly involved in impeachment proceedings.
Raskin has said Democrats would focus on what they characterize as systemic corruption while considering whether new federal laws are necessary.
If Democrats take control, the Judiciary Committee could become one of the busiest and most closely watched committees on Capitol Hill.
Oversight Committee Could Examine Multiple Trump Issues
The House Oversight and Government Reform Committee could become another major center of activity.
Rep. Robert Garcia of California, currently the committee’s ranking Democrat, has identified several subjects Democrats could pursue.
Those include Trump family business dealings, immigration enforcement, matters involving the Jeffrey Epstein investigation and actions taken by the Department of Health and Human Services.
Private companies could also receive congressional attention.
Congressional committees have authority to request information from businesses and other outside organizations when lawmakers believe the information relates to legitimate legislative or oversight responsibilities.
That means investigations could expand beyond federal agencies and administration officials.
Iran War And Foreign Policy Could Face Scrutiny
Foreign policy is also expected to receive substantial attention.
Rep. Gregory Meeks of New York, the leading Democrat on the House Foreign Affairs Committee, has indicated that Trump’s international policies could become a major subject of investigation.
That includes U.S. involvement in the Iran war.
Lawmakers could examine military strategy, government spending, diplomatic decisions and the administration’s broader objectives in the region.
The committee could also investigate U.S. activities involving Venezuela.
Those questions could include American military operations against suspected drug-trafficking vessels as well as U.S. involvement with Venezuela’s energy resources.
Public hearings would give lawmakers an opportunity to question senior administration officials directly about those decisions.
Federal Spending And Trump Projects Could Be Investigated
Democrats are also examining federal projects associated with Trump.
Rep. Jared Huffman of California, the ranking Democrat on the House Natural Resources Committee, has expressed interest in investigating several Trump-backed construction and development projects.
Questions could involve costs, government approval procedures and the use of federal resources.
Lawmakers could also examine other federal spending decisions made during Trump’s second term.
For taxpayers, these investigations could become one of the more significant parts of congressional oversight.
Committees have the authority to examine how federal money is authorized, distributed and ultimately spent.
Subpoena Battles Could End Up In Court
A Democratic takeover would not necessarily mean the Trump administration would cooperate with every investigation.
The White House could challenge congressional subpoenas, refuse certain document requests or argue that information is protected by executive privilege.
That could trigger lengthy legal battles.
Similar disputes between presidents and Congress have reached federal courts under administrations from both parties.
Some investigations could therefore continue for months or even years before all requested information becomes available.
Midterm Elections Could Reshape Washington
The November midterm elections will determine far more than which party controls legislation in the House.
They will also decide who controls congressional investigations.
If Republicans retain the House, Democrats would have limited ability to compel testimony or obtain documents without Republican cooperation.
If Democrats win the majority, subpoena authority and committee leadership would change hands.
That could open the door to investigations involving the Trump administration, immigration enforcement, federal spending, foreign policy, Cabinet officials and Trump family business interests.
It could also produce two years of intense clashes between the White House and Capitol Hill.
For voters, that makes control of the House one of the most consequential questions on the midterm ballot.
The outcome will determine not only which party writes legislation, but also which party decides what — and whom — Congress investigates.
