Families in California are being told to run for the exits as Democrats push a controversial new bill that critics warn could strip parents of their rights and hand over authority of children to strangers.

Pastor Jack Hibbs of Calvary Chapel Chino Hills did not mince words:

“This may be the most dangerous piece of legislation California has ever produced. Parents will have no choice but to grab their kids and get out if it passes.”


California Democrats Push Dangerous Caregiver Bill

The legislation at the center of the firestorm is AB 495, also known as the Family Preparedness Plan Act. Governor Gavin Newsom is under pressure from his liberal allies to sign it into law, despite fierce opposition from parents, pastors, and child-safety advocates.

While Democrats claim the bill protects children of illegal immigrants, critics argue it is a Trojan horse that hands parental decision-making power to virtually anyone.

Under AB 495, a so-called “caregiver” with nothing more than a claimed “mentoring relationship” could:

  • Enroll your child in school
  • Approve school-related medical procedures
  • Act as the legal guardian — all without parental consent

Experts: “A Predator’s Dream Come True”

Opponents warn the bill has almost no safeguards. Schools would not need to verify parental permission, check identification, or run background checks.

“This bill is a pedophile and trafficker’s dream come true,” Hibbs said. “It puts children in danger while destroying parental rights.”

The affidavit required by the bill doesn’t even mandate a driver’s license — caregivers can use a Social Security number or Medi-Cal ID instead.


Newsom’s National Ambitions in the Spotlight

Pastor Hibbs warned that AB 495 could spread to other blue states if Governor Newsom signs it, calling it a direct attack on family values and federal law.

“Let’s tie this bill around his neck,” Hibbs said. “If he wants to run for president in 2028, let America see how little Democrats respect parents and children.”


Parents Demand Accountability

Democrats insist the bill “does not create custody rights,” but parental rights groups say the fine print tells a different story.

California’s Education Code 234.7 already protects immigrant students in schools. Critics argue this new bill is not about helping children — it’s about expanding government control at the expense of families.

For many Christian families, the message is clear: California is no longer safe for children.
