A Democratic candidate for Congress is facing serious legal trouble in Hawaii after a dramatic Maui beach confrontation added another criminal case to a growing list of charges against him.
Kirill Basin, 40, now faces felony charges stemming from multiple separate incidents, including allegations that he threatened people at a popular Maui beach, displayed what prosecutors described as a handgun during an encounter with a county employee and assaulted a nurse at a hospital.
The latest controversy erupted after an Aug. 1 confrontation at Keawakapu Beach in South Kihei. Video reportedly captured part of the dispute, which began with an argument over music before escalating into a physical altercation that ended with Basin being knocked unconscious.
The mounting criminal cases could create significant political problems for Basin as he seeks a seat in the U.S. House of Representatives.
However, the charges against Basin are allegations, not convictions. He has pleaded not guilty in the hospital case, and his attorneys have disputed important portions of prosecutors’ account of another incident.
Democratic Congressional Candidate Charged After Maui Beach Fight
Basin’s latest legal troubles began with the confrontation at Keawakapu Beach.
Video reportedly shows Basin getting into an argument with Kama Homan before Basin shoved Homan and swung a beach chair in his direction. Homan pushed the chair away before knocking Basin unconscious.
But authorities allege the confrontation involved more than the physical altercation captured on video.
According to court records, prosecutors accused Basin of making threatening statements toward people at the beach.
An Aug. 5 court filing alleges that Basin threatened beachgoers and then reached into a small black bag while making a reference to having a gun.
Prosecutors further allege that Basin ultimately produced and displayed a knife while another beachgoer attempted to calm the situation.
The confrontation resulted in Basin being charged with two counts of first-degree terroristic threatening.
At a subsequent hearing, Judge Christopher Dunn found probable cause supporting a first-degree terroristic-threatening charge, according to the court filing.
A judge also maintained Basin’s bail at $1 million and ordered him to have no contact with Homan and four other individuals. Basin was additionally barred from Keawakapu Beach and its parking lot.
The case immediately attracted attention because Basin was already dealing with other criminal proceedings.
Basin Was Already Facing Another Felony Case
The Maui beach confrontation was not Basin’s first encounter with the criminal justice system in 2026.
His legal troubles reportedly began months earlier.
Police arrested Basin on May 2 on a disorderly-conduct charge. Prosecutors accused him of disruptive or threatening conduct, excessive noise or offensive language that allegedly continued after he was instructed to stop.
More serious accusations emerged later that month.
Following an alleged May 29 encounter with a County of Maui employee, Basin was indicted by a Maui grand jury on two first-degree terroristic threatening charges.
According to prosecutors, Basin approached the employee and removed a tan-and-green object described as a handgun from a backpack while allegedly making threatening statements involving the weapon.
Two other county employees were present during the incident and reportedly believed their lives were in danger, according to a prosecution filing.
But Basin’s attorneys have challenged that version of events.
Basin’s Attorneys Dispute Gun Allegation
Defense lawyers argued in a subsequent court filing that police reports and surveillance footage presented a different picture of the May 29 confrontation.
According to Basin’s defense, the object involved was a pellet gun.
His attorneys maintained that Basin displayed the pellet gun only briefly, kept its muzzle pointed toward the ground and never aimed it at another person.
The defense also claimed Basin told witnesses to contact police.
Those competing accounts are significant because the allegations have not been proven at trial.
The disagreement between prosecutors and Basin’s attorneys will ultimately be a matter for the judicial process to resolve.
But before that case could be settled, Basin found himself facing another set of allegations.
Hospital Incident Brings Additional Charges
Within weeks, Basin was charged in a separate case involving an alleged confrontation at Maui Memorial Medical Center.
That case resulted in a charge of second-degree assault along with two harassment counts.
According to prosecutors, Basin had been admitted to the hospital’s behavioral-health unit for evaluation when he allegedly became aggressive and attempted to leave the emergency room before being discharged.
Hospital employees reportedly attempted to restrain him.
Prosecutors allege Basin then kicked a nurse in the thigh.
Basin pleaded not guilty.
On July 20, a court approved his request to leave Hawaii for inpatient treatment in Arizona.
The approval came with specific conditions. Basin was required to surrender his passport, comply with a court-approved travel schedule and remotely participate in required hearings.
By July 27, the court was reportedly informed that Basin was participating in the Maui Recovery program in Lahaina.
Then came the Aug. 1 beach confrontation.
Beach Arrest Creates More Legal Problems
The new arrest quickly affected Basin’s existing criminal proceedings.
Four days after the beach incident, prosecutors cited the arrest while seeking to revoke Basin’s bail in the hospital-assault case.
A judge subsequently issued a $400,000 bench warrant in that case.
That development came in addition to the $1 million bail maintained in connection with the beach case.
The result is an unusually complicated legal situation for a candidate actively seeking federal office.
Basin is now dealing with allegations arising from several separate incidents while pursuing a seat in Congress.
