Washington, D.C. — A new government scandal is exploding out of the Biden-era Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), and taxpayers should be furious. According to two leading Republican senators, the ATF misused millions in federal funds—lining the pockets of bureaucrats while gutting law enforcement operations.
Senators Joni Ernst and Chuck Grassley, both representing Iowa, are demanding that the Department of Justice (DOJ) take swift disciplinary action. They allege that ATF officials illegally reclassified administrative employees as law enforcement officers—handing out inflated salaries, bonuses, and retirement benefits funded by hardworking taxpayers.
ATF Accused of Defrauding Taxpayers for Years
“These individuals weren’t serving as law enforcement—they were administrative staff collecting inflated salaries,” Ernst and Grassley stated in their letter to Trump AG Pam Bondi, ATF Director Daniel Driscoll, and DOJ Assistant Attorney General Jolene Lauria.
According to federal whistleblowers and multiple government investigations, including one from the Office of Special Counsel and another from the Office of Personnel Management (OPM), ATF leadership knowingly violated classification laws to enrich favored staff.
An internal affairs report finalized in January 2024 uncovered “gross waste, fraud, and abuse,” as well as “potential criminal misconduct.” At the center of the scheme: Lisa Boykin, then-Deputy Assistant Director for Human Resources, and Ralph Bittelari, division chief.
How the Scheme Worked
In one glaring example, an ATF wellness coordinator—a role typically involving employee morale and admin duties—was fraudulently reclassified as a law enforcement job. That meant higher pay, law enforcement pensions, and taxpayer-funded perks.
Worse, sources say over 100 field agents were transferred to cushy D.C.-based HR roles while keeping their law enforcement salaries, despite not doing law enforcement work.
“This is not just waste—it’s deception,” Grassley said. “The Biden administration’s ATF used taxpayer dollars like Monopoly money.”
OPM Audit Paints a Grim Picture
The OPM audit determined that career HR professionals were overlooked for promotions while underqualified political appointees received inflated titles and salaries. Even after the OPM suspended ATF’s ability to classify roles, Boykin and Bittelari reportedly kept reassigning jobs to maximize pay.
Ernst and Grassley estimate that at least $20 million was wasted over five years—but say the real cost could be hundreds of millions.
“This was government abuse at the highest levels,” said Ernst. “And no one has been held accountable.”
Where’s the Accountability?
Despite mountains of evidence and formal federal audits, both Boykin and Bittelari remain on the DOJ payroll.
“Imagine any private company allowing this kind of fraud to continue,” said Grassley. “Heads would roll.”
The senators are urging Attorney General Bondi to prosecute those involved, restore taxpayer confidence, and send a message that no federal employee is above the law.
Conservatives Sound the Alarm
This scandal strikes at the heart of what many conservative Americans fear most—a bloated, unaccountable federal bureaucracy that misuses its power and wastes taxpayer dollars.
“The Biden administration looked the other way,” Ernst added. “That ends now.”
