President Donald Trump on Sunday outlined four specific demands directed at Minnesota Gov. Tim Walz, Minneapolis Mayor Jacob Frey, and Democratic leaders nationwide, arguing the steps are necessary to restore public safety and order in Minneapolis.
In a statement posted to Truth Social, Trump said the city’s ongoing unrest reflects a broader failure of leadership and cooperation, particularly when it comes to enforcing federal immigration law.
“All of these requests are rooted in common sense,” Trump wrote, adding that communities working closely with federal authorities are seeing safer streets and more stability. “This is how we Make America Great Again.”
Trump Calls for Cooperation, Not Confrontation
The president emphasized that his administration remains willing to work with Democratic officials, but only if they agree to prioritize public safety over political ideology.
According to Trump, cities that reject cooperation with federal law enforcement often face higher crime, strained public services, and growing public frustration — issues he says Minnesota is now experiencing firsthand.
The Four Demands
Trump’s four demands center on immigration enforcement and coordination between local, state, and federal authorities:
- Transfer illegal immigrants held in local jails to federal custody when they are arrested or subject to criminal warrants
- Require state and local law enforcement agencies to formally cooperate with federal immigration authorities
- Allow local police to assist federal agents in identifying and detaining illegal immigrants accused of crimes
- Partner with federal officials to expedite the removal of criminal illegal aliens in order to protect American citizens
Trump also urged Congress to pass legislation permanently ending sanctuary city policies, calling them the “root cause” of many problems facing major U.S. cities.
Minnesota Officials Push Back
The remarks followed recent demands from Attorney General Pam Bondi, who asked Minnesota officials to share certain state data, reconsider sanctuary policies, and cooperate with federal oversight efforts.
Gov. Walz publicly rejected the administration’s requests, dismissing them during a press conference and denying claims that Minnesota officials are obstructing federal immigration enforcement.
Federal Response Intensifies
Trump responded by announcing that border enforcement chief Tom Homan would be sent to Minnesota to evaluate the situation and report directly back to the White House.
“Tom Homan is tough, fair, and focused on enforcing the law,” Trump wrote. “He will see firsthand what’s happening.”
Late last year, federal authorities launched Operation Metro Surge, significantly increasing the presence of Immigration and Customs Enforcement and U.S. Customs and Border Protection officers in the Minneapolis area. The operation followed growing concerns over welfare fraud and misuse of public resources.

The expanded federal presence has sparked demonstrations across the Twin Cities and renewed debate over immigration enforcement, public safety, and local control.
Trump has repeatedly argued that lasting stability requires cooperation between all levels of government — and that Minnesota’s response could signal whether leaders are prepared to put safety, accountability, and the rule of law first.
