Since returning to the Oval Office, President Trump’s executive actions—especially on border security, immigration enforcement, and taxpayer protection—have faced nonstop interference from liberal judges. Many of these court rulings have come in the form of preliminary injunctions, halting Trump’s reforms before they can be implemented.

The new measure would require any party seeking to block a federal policy through the courts to first post a bond—ensuring that if the ruling is later overturned, the American people aren’t left footing the bill.

Grassley Backs Trump’s Fight for Common Sense Legal Reform

Senator Chuck Grassley (R-IA), a longtime champion of law and order, included the bond requirement in the Senate Judiciary Committee’s proposed reconciliation bill. His office described the move as enforcing an existing but underused rule to make sure the legal system doesn’t become a weapon against duly elected leadership.

“This measure ensures that when the courts block lawful government actions, the financial burden doesn’t fall on hardworking taxpayers,” Grassley’s office stated.

In a Fox News op-ed, Grassley emphasized that the bill also delivers “historic investments in border security, law enforcement, and immigration reform”—key promises from President Trump’s 2024 campaign.

For years, conservatives have grown frustrated as activist judges have used injunctions and contempt rulings to delay or derail conservative policies. In May, the House passed a version of the bill that further restricts judges from punishing officials who violate these court orders—steps often used to force compliance through threats of fines or jail time.

The fate of the bill now rests in the U.S. Senate. In order to pass through budget reconciliation—a process that allows legislation to move forward without 60 votes—the Senate parliamentarian must rule the bond requirement as budget-related.
