In a Friday letter to Harvard President Alan Garber, Commerce Secretary Howard Lutnick demanded a full report on every taxpayer-funded patent the university holds, giving the school until September 5 to comply.

This unprecedented move comes under the Bayh-Dole Act of 1980, a federal law that forces institutions to disclose federally funded inventions, ensure they are made in America, and share the benefits with taxpayers.

Lutnick accused Harvard of “failing to live up to its obligations to the American taxpayer” and confirmed the Commerce Department has launched the “march-in” process — a legal mechanism allowing the federal government to seize or relicense patents when universities break the rules.


Massive Fines and Lost Funding

Harvard is already reeling from a $2.6 billion funding freeze and has reportedly discussed paying a $500 million fine to end the standoff. Most of the revoked money funded scientific and medical research.
