A tense street confrontation involving San Francisco Mayor Daniel Lurie and his security team has sparked new debate over public safety in the city after a police report revealed how the encounter escalated into a physical altercation.
The incident reportedly unfolded in the city’s troubled Tenderloin district, an area long associated with homelessness, open drug use, and rising crime concerns.
According to reports, the situation began when Mayor Lurie noticed a group of individuals sitting near the roadway while traveling through the neighborhood. Concerned that the group was blocking traffic, the mayor asked his driver to stop the vehicle so he could address the situation directly.
What happened next quickly turned chaotic.
Street Confrontation Quickly Escalates
After exiting the vehicle, Lurie approached the group alongside his security officer, Joel Aguayo.
Witness statements included in the police report say the mayor politely asked the individuals to move away from the street so traffic could pass safely.
One man, later identified as Tony Phillips, allegedly refused to comply.
According to the report, Phillips immediately became argumentative and questioned why he needed to move.
When Lurie informed him that Aguayo was a San Francisco police officer working security for the mayor, the man reportedly continued refusing multiple requests to clear the roadway.
Authorities say Lurie and Aguayo asked Phillips to move at least four separate times.
Phillips still refused.
Threat Leads to Physical Altercation
The situation escalated dramatically when Phillips stepped toward Aguayo and allegedly threatened him.
According to the police report, Phillips warned the officer he would “Bruce Lee kick” him.
Moments later, Aguayo pushed Phillips to the ground, triggering a physical struggle that was later captured on video.
As the altercation unfolded, the mayor quickly moved away from the confrontation and ran toward his vehicle to alert another officer on his security team that Aguayo needed help.
Second Confrontation Raises Tensions
Officer Nicolas Boccio rushed to assist his partner, but another individual — identified as Abraham Simon — reportedly confronted him before he could reach the struggle.
Investigators say Simon reached toward Boccio’s waistband during the encounter.
Boccio responded by drawing his service weapon, which caused Simon to immediately stop advancing.
Additional officers arrived shortly afterward and helped bring the situation under control.
Phillips was ultimately taken into custody.
Multiple Charges Filed
Authorities say Phillips now faces several charges, including:
- Threatening a police officer
- Inflicting significant bodily injury
- Violating a court-issued stay-away order for the alley where the incident occurred
Simon is also facing charges related to interfering with law enforcement.
Both men are expected to appear in court for arraignment.
Officer Aguayo suffered injuries during the altercation, including cuts to the back of his head, facial bruising, and a back injury. He later told investigators he attempted to calm the situation before it turned violent.
The city’s Department of Police Accountability has since launched a review of the incident.
Mayor Defends His Approach
Following the confrontation, Mayor Lurie appeared to respond to the situation in a video posted on social media.
In the video, he explained that he regularly walks through city neighborhoods because he believes leaders must see problems firsthand in order to solve them.
“I’m walking the streets of San Francisco every day because I believe you can’t solve what you can’t see,” Lurie said.
He added that he plans to continue meeting with residents, families, and small business owners as the city works to address public safety concerns, homelessness, and mental health challenges.
