President Donald Trump just delivered another America First win — and the radical left is fuming.
A federal appeals court ruled Wednesday that Trump can block $2 billion in foreign aid from being shipped overseas, overturning a Biden-appointed judge who tried to force the payouts. The ruling is a massive step toward keeping your taxpayer dollars here at home.
The 2-1 decision from the U.S. Court of Appeals for the D.C. Circuit ended a temporary restraining order from District Judge Amir Ali, who had ordered the U.S. Agency for International Development (USAID) to keep funneling billions abroad — even after Trump paused the program on day one of his presidency.
The lawsuit came from two left-wing nonprofits, the AIDS Vaccine Advocacy Coalition and the Journalism Development Network, furious that Trump stopped their funding. But Judge Karen Henderson, appointed by George H.W. Bush, and Judge Gregory Katsas, appointed by Trump, shut them down.
Henderson wrote that the lower court was wrong to grant such relief, as the grantees had no legal grounds to pursue their claims.
The court confirmed that under the Impoundment Control Act of 1974, only Congress’s own watchdog agency — not liberal activist groups — can challenge the president’s decision to hold back foreign aid.
Biden-appointed Judge Florence Pan dissented, calling the move “unlawful” and warning about “tyranny.”
The White House celebrated, saying the ruling stops “radical left dark money groups” from interfering with Trump’s ability to “spend responsibly” and put Americans first.
This ruling comes after Trump’s State Department announced plans to slash nearly $60 billion in foreign aid and cut 92% of USAID grants following a blistering audit that exposed waste, fraud, and abuse in thousands of overseas projects.
In July, Congress approved clawing back another $8 billion from USAID — marking another major step in Trump’s fight to stop sending taxpayer money to corrupt foreign governments.
