But he emphasized that peace requires willing partners.
“Ukraine is ready to negotiate,” he noted. “Russia, on the other hand, continues to offer excuses the world can no longer accept.”
According to Graham, Trump has asked Putin to submit a written list of ceasefire conditions—a move that could help determine whether Moscow is serious about ending the war or simply playing for time.

“If China and India stopped buying discounted Russian oil, Putin’s war machine would grind to a halt almost overnight,” Graham said.
