The Department of Homeland Security put it bluntly: “Foreign nations took advantage of this loophole to dump cheap products into the U.S., driving down prices, hurting American manufacturers, and destroying jobs. The rule also gave drug cartels and criminal networks an easy pathway to sneak narcotics and other illegal goods across our border.”
